No. The QR code is generated locally in your browser from the text you enter, so nothing is uploaded to a server.
Higher levels add redundancy so the code still scans when partly damaged or obscured, at the cost of a denser code. Medium (15%) is a good default; use High (30%) if you print small or overlay a logo.
PNG is a ready-to-use image for screens and documents. SVG is vector, so it stays crisp at any size — better for print and large displays.
